Decisions needed is the section that justifies the report. If nothing needs a decision, a shared dashboard would have done the job.
One page. The audience is deciding whether to intervene, not learning the project. If they need detail they will ask, and the ask itself is useful information.
Define it before you use it. A workable version: green means no help needed, amber means a decision or resource is needed by a stated date, red means the committed date or budget will move. Without definitions, amber becomes a way of avoiding saying red.
Match the reporting cadence to how fast the project can meaningfully change. Weekly reports on a slow project train people to stop reading them, which is expensive when something finally does go wrong.
