What is the difference between a timeline and a gantt chart?

A gantt shows tasks, dependencies and who is doing what. A timeline is the communication layer above it: fewer bars, no dependencies, readable in five seconds by someone who does not work on the project.

How many phases should a timeline have?

Between four and eight. Fewer and it says nothing; more and it becomes a schedule that happens to be badly formatted, which defeats the purpose of having a separate view.
