To make the boundary and the definition of success explicit while everyone still agrees. It is the document you reread when a request arrives that is reasonable in isolation and fatal to the date.

Charter or business case?

The business case argues whether to do it. The charter says what it is and who decides once the answer is yes. Combining them tends to produce a document that persuades but does not constrain.
